Governor Cuomo and the legislative leaders have agreed on a “framework” for the state budget: There will be a $1.4 billion increase in school aid; a plan to allow the State Education Department to determine the teacher evaluation system, with the stipulation that the system be based on test scores and observations; proposals to raise the charter cap and extend mayoral control in NYC were dropped from the negotiating table but will be taken up under negotiations separate from the budget.
